DEVELOPMENT

The Aspiration framework for the development of cyclists involves a step-by-step approach that incorporates specific actions and a pathway to create desired results. Our goal and objective remain to develop with a purpose, aiming at performing in the future. In order to achieve national success, Cycling SA will have greater involvement going forward, in the coordination of youth development and talent identification which happens at club, regional and provincial level.

To read up more on the Aspire Talent Identification Framework where it outlines the process for using a provided Wahoo indoor trainer to conduct athlete testing as part of a talent identification program in PDI communities. The goal of this program is to identify and develop potential talent in cycling South Africa. Provincial commissions are responsible for conducting these tests and implementing the program.

 

The main objectives of this committee, commissions and SCSA are to:

  • work closely together and ensure development is taking place at a youth level, to create more opportunities for women as well as athletes with disabilities.
  • play a leading role to ensure that cycling in South Africa transforms and that the sport has demographical representation in all disciplines.
  • Evaluate the implementation of the Diversity Charter with the associated implementation directives and goals to transform through national scorecards.
  • Ensuring that we safeguard vulnerable groups as identified by DSAC, SASCOC, the UCI and CyclingSA.

Responsibilities of the Youth, Development and Transformation Commission:

  • To put in place the necessary criteria for the affiliation clubs and of academies within the national guidelines of the Department of Sport, Art and Culture as well as the International Cycling Union.
  • To put in place necessary plans that introduce the sport in underdeveloped communities by working closely with Youth, transformation and Development commissioners on both Cycling SA and Schools Cycling South Africa’s provincial structures.
  • To put in place National Youth Festivals inclusive of all the disciplines around the country and to meet the demographical requirements outlined in the National Development Plan.
  • The regional and provincial representatives are in addition responsible to put in place regional and provincial series of development events in Road Cycling , Mountain Biking, Track Cycling and BMX disciplines to increase and feed the number of participants on Provincial and National levels by working closely with the discipline representatives in each province and region.

The composition of each commission shall comprise of:

  • A chairperson.
  • A representative from Road Cycling, Mountain Biking, Track Cycling and BMX.
  • A representative from each of the nine (9) members, one from each province, but may also include a representative from each of the affiliated regions of CyclingSA and representatives.

CAPACITY BUILDING

In driving development, capacity building of all supporting and technical individuals is required. A department within CyclingSA had been established with designated staff to drive this process. 

To drive the National Strategy, #GrowCycling, which outlines the steps we are taking from 2021 – 2024 to improve the support and also increase the number of black, female and disabled support and technical individuals.

The main responsibilities of this department:

  • Planning and implementations of capacity building and educational program calendars in association with the relevant commissions
  • Facilitate the sharing of knowledge on different levels by rolling out a curriculum on different levels ranging from grassroot to high performance as either online or face to face courses.
  • Establish CATHSETA recognised curriculums, educational programmes and ‘how-to guides’ by working closely with volunteers / commissions and facilitators for:
    • Administration
    • Coaching
    • Management
    • Trail Building
    • Mechanics
    • Technical Officiating
  • Facilitate and manage the implementation of education programmes either in person or through Cycling SA DigiCademy offering of online tutorial and theoretical training inclusive of:
    • Coordination of in-person sessions and courses as may be required per level of each programme and exit exams.
    • Coordination of certification and assistance with licensing applications of qualified individuals for the relevant programmes.

These resources include:

  • Transformation and Capacity Building Manager(s)
  • Coaching Commission with coaching experts to facilitate a new curriculum and to roll out an online and in person educational program.
  • Technical Capacity Building Commission with technical experts to facilitate a new curriculum and to roll out an online and in person educational program incorporating officials and team management.
  • A governance and administration committee to share knowledge amongst provincial and regional administrators in order to assist and train newcomers to our systems and processes.

TRANSFORMATION AND CAPACITY BUILDING GOALS

Our amended constitution now make provision for affiliates to have more say through an innovative ‘motivation’ proposition. In essence a provincial affiliate can have either just 1 standard vote,  or up to 10 votes. 60% of the voting structure is positioned around transformation, development and inclusivity:

One (1) standard vote:

In good standing with Cycling SA at the time of voting.

One (1) additional vote:

Individual members exceeding five thousand (5 000) in number who are not affiliated to the provincial cycling association and who are not affiliated any to another member association of Cycling SA.

One (1) additional vote: 

Hosted at least one (1) National Championship in any Cycling Discipline. 

One (1) additional vote: 

Hosted Provincial Championships in each of the Cycling Disciplines of Road, Track, Mountain Biking and BMX.

One (1) additional vote: 

Rolling out and managing a grassroots youth development project contributing to the demographic transformation of cycling, endorsed by the Executive Board.

One (1) additional vote: 

Rolling out and managing a project for women contributing to the demographic transformation of cycling of cycling, endorsed by the Executive Board.

One (1) additional vote: 

Rolling out and managing a capacity building project contributing to the upskilling, education and training of coaches, officials or support staff, endorsed by the Executive Board.

One (1) additional vote:  

Every ten (10) Youth Cycling Academies registered in the relevant Province, endorsed by the Executive Board. 

One (1) additional vote:

Representation of 25% women on the Executive Committee of the Provincial Body. 

One (1) additional vote:

Representation of 25% Black individuals, as defined in the Broad-Based Black Economic Empowerment Act, 2003, on the Executive Committee of the Provincial Body.

Goals and targets had been approved by the general assembly and is also available in the diversity and inclusivity charter.  These targets include more representation of  represetnatives at different levels.

  • Executive Level Representation – Cycling South Africa
    • Gender
      • Meet the same standards as the UCI in terms of gender diversification and representation of at least 25% per gender on all executive committees (national and provincial) by December 2021 and to increase every quadrennial election year until such time that 50% of the executives represent each gender.
    • Race
      • Meet the national transformation charter and governments steering directives in terms of representation to have minimum 25% representation of black persons as classified in this category on all executive committees (national and provincial) by December 2021 and to increase every quadrennial election year until such time that 50% of the executive is represented by black representatives.

      • Ensure at least one Executive member and / or administrator to be a female elected member in 2022 and to increase by one every election year until such time that 50% of the executives are female.

    • Increase the number of black managed clubs and academies by assisting with guidance on administration and governance with the aim of establishing at least 25% black managed clubs by 2024 through each province and region.

    • Encourage and support all demographics to become take up the cycling as a recreational activity.
